FEMA obligates more than 513 million, with 509 million for Guajataca Dam

On August 11, 2026, WIPR reports that Governor Jenniffer González Colón announced that FEMA obligated more than 513 million dollars for nine recovery projects. The largest item is 509,477,018.40 dollars for permanent repairs at Guajataca Dam, under the FAASt Public Assistance Program. The project falls to the Puerto Rico Electric Power Authority and will be carried out by the U.S. Army Corps of Engineers, under an agreement between the corporation and the federal agency. The total of the nine obligations is 513,493,980.96 dollars. Eight correspond to María; one, to Fiona.

The other items WIPR lists: 2,427,159.57 dollars for lighting and distribution in Rincón; 1,144,425.85 for Rubén Rodríguez Figueroa Vocational High School in Naranjito; 194,784.76 for Ernesto Ramos Antonini School (Libre de Música) in Ponce; 123,740.70 for reconstruction of PREPA feeders; 40,162.87 for roads in Ciales; 6,681.60 for the Bo. Santana Community Center in Arecibo; and 80,007.21 for emergency contracts, 90 percent of the cost share. Those figures are La Fortaleza's via WIPR. They are not rounded here.

Jenniffer González Colón thanked Donald J. Trump, Homeland Security Secretary Markwayne Mullin, and FEMA Administrator Cameron Hamilton, and recognized PRFAA, COR3, state agencies, and municipalities. María L. Marín Colón, acting executive director of COR3, said each obligation validates federal confidence and that COR3 will promote agile administration with subrecipients.

This note does not turn the 513 million into an inventory of finished works or into a disbursement already spent. Obligation is not a cashed check. On August 14, Primera Hora will cover María Marín Colón as COR3 executive director in her own right. That is another URL. Here she is acting and speaking of these obligations.

Anyone looking for the nine FEMA dockets has the WIPR URL at the foot. This is not original reporting.
