COR3: FEMA obligated 513.5 million; 509.5 million for permanent Guajataca repairs

On August 10, 2026, Governor Jenniffer González Colón announces that FEMA obligated more than 513 million dollars for nine recovery projects, with an exact total of 513,493,980.96. The COR3 release uses obligation language — “obligated” / “obligations” — and does not present that package as a disbursement. Obligated is not disbursed. This note is distinct from the August 31 weekly package: another file, same island.

The largest obligation is 509,477,018.40 dollars for permanent repairs to the Guajataca Dam under FEMA’s Public Assistance Program. Responsibility falls on the Electric Power Authority; the U.S. Army Corps of Engineers (USACE) will execute the work under agreement. Of the nine projects, eight correspond to the Hurricane María disaster and one to Hurricane Fiona. They are not averaged. Separate pots.

Other lines in the package include 2,427,159.57 for lighting and distribution in Rincón; 1,144,425.85 for Rubén Rodríguez Figueroa Vocational High School in Naranjito; and smaller items for schools, electricity, roads, a community center and 80,007.21 in emergency-services contracts with 90 percent cost share. COR3 interim executive director María L. Marín Colón linked the obligations to reconstruction progress and to agile, responsible administration by subrecipients.

What remains is 513,493,980.96 obligated in nine projects, 509,477,018.40 for Guajataca, and a no to calling the obligation a disbursement. A reader who wants the COR3 release of the 10th has the URL at the foot. This is not original reporting.
