Jenniffer González Colón activates an interagency plan for the 78 municipalities

On August 9, 2026, The San Juan Daily Star reports that Governor Jenniffer González Colón announced on Sunday a mobilization to support the 78 municipalities amid the drought. Secretary of State Rosachely Rivera Santana coordinates logistics among agency heads and city halls. Josué Colón Ortiz also spoke at the Weekly Briefing. The Interagency Municipal Support Plan assigns an agency head or public-corporation director to each municipality, as a liaison for urgent needs, oases, and technical solutions.

Juan Rosario Hernández, head of the Public Housing Administration, coordinated community cisterns. In the first phase: Las Margaritas, 20 cisterns of 1,000 gallons each, and Las Casas, six cisterns, both in San Juan. At Residencial Luis Lloréns Torres, drinking water was distributed with Fire Corps support. The Department of Natural Resources is reinforcing monitoring of the southern aquifer and the Rasa well with the U.S. Geological Survey, with inspections and drones, to prevent saltwater intrusion.

The Department of Consumer Affairs keeps orders holding prices on water-related goods, equipment, and services. The Department of Economic Development and Commerce offers an incentive of up to 5,000 dollars to SMEs affected by the drop in drinking water. The Star does not name the DDEC secretary in that sentence. This note does not insert a name the page did not put.

The 48-hour interruption plan, in consensus with the affected mayors, has applied since Friday in sectors of San Juan, Carolina, Trujillo Alto, Canóvanas, Loíza, Gurabo, and Juncos, with daily AAA monitoring. On August 10, NotiCel covered the increase of that incentive to 10,000 dollars, announced by Carlos Ríos Pierluisi. That is another date and another URL. The 9th leaves the 5,000 cap the Star published.

Anyone looking for the list of heads assigned to each municipality has to go to the source. What this page left is the 78-town plan, the first-phase cisterns, and the incentive of up to 5,000 dollars. This is not original reporting.
