Jenniffer González Colón declares a water emergency and asks the Board for $127 million

On August 1, 2026, Primera Hora reports that Governor Jenniffer González Colón activated a water emergency in order to access $127 million. The dek specifies the package: two executive orders, the National Guard, and a letter to the Fiscal Oversight Board for EPA revolving funds. It is not yet the approval. It is the request.

The figures the governor puts down, according to the newspaper, are $61,834,929 from the Clean Water State Revolving Fund and $65,190,840 from the Drinking Water State Revolving Fund. She did not enumerate projects. The clip says the Board's go-ahead is still needed. The list of works is not filled in, and the cents are not rounded. The two integers are copied as they came out.

Thirteen days later, on August 14, El Nuevo Día dates the other layer: the Board approves $127 million in federal funds for 46 AAA works, with $61.8 million from the CWSRF for 13 projects at 1 percent for 30 years, and $65.2 million from the DWSRF for 33 projects, $30 million at 1 percent and $35.2 million with forgiveness, submitted July 31 under PROMESA 207. That later note does speak of lead lines and of 46 works. Primera Hora's, on August 1, does not. Both are left.

On August 5, El Nuevo Día covers the opening of the emergency reserve of about $1,300 million for cisterns and potabilization. That pocket is not the SRF. On August 6, the same newspaper recounts Héctor Del Río Jiménez's resignation over the rationing of about 180,000 customers and the extreme-drought declaration in the south. The August 1 request for $127 million arrives before that week of rationing and stoppage. The calendar is the notes'.

Primera Hora puts emergency, Guard, and letter. It does not publish here a cistern count or a map of rationed municipalities. Those maps live in El Nuevo Día of August 6 and 13. This magazine does not preview the Board's vote or turn $61,834,929 and $65,190,840 into a total other than $127 million.
