Robert F. Mujica Jr. tells Jenniffer González Colón not to sign the high-risk marshals bill

On July 31, 2026, NotiCel reports that the Financial Oversight Board let Governor Jenniffer González Colón know that she should not sign the bill that classifies marshals as high-risk public servants. Executive director Robert F. Mujica Jr. warns that if she signs, the law would be fought in the courts. It is one of the bills waiting at Fortaleza at the close of the session. On June 21, marshals from all regions urged the signature. The president of the Association of Judicial Employees, Amircal Gerena Román, said it would allow them fair treatment in retirement and compensation. They could retire at 55 with 30 years of service.

Robert F. Mujica Jr. notes that, while the retirement age for most covered by Act 447 is between 61 and 65, those at high risk can retire voluntarily at 55 with 30 years of service. The bill, he says, would increase the Pay-Go burden and violate the central government's Plan of Adjustment of the Debt, approved by the federal court. Signing laws in clear violation of the Plan of Adjustment and the Confirmation Order exposes the government to costly and unnecessary litigation. The Legislative Assembly Budget Office calculates an impact of $1.2 million and a cost that would keep rising to $2.1 million in 2030.

This note is not mixed with the $44 million in police scales that Jenniffer González Colón attributed to the Board on July 30. Marshals and police officers are two bodies. A retirement Pay-Go and a scale paycheck are two lines. It is also not used to reopen the Genera fines kernel of July 31 on the old desk. Three acts of the same day on the public calendar. Here it covers the letter on marshals.

Robert F. Mujica Jr. writes to Jenniffer González Colón; Amircal Gerena Román had urged the signature on June 21. Two dates. The governor does not answer in this piece. NotiCel does not say whether she will sign or return it.
