PRFAA says Congress is looking for options to avoid the 2027 Medicaid cliff
On July 27, 2026, NotiCel reports that the executive director of the Puerto Rico Federal Affairs Administration, Gabriella Boffelli, highlights conversations to avoid a reduction in Medicaid funds. The match percentage is today 76 percent and expires in 2027. If Congress does not approve an extension, she says, it will revert to 55 percent. From Washington, she holds that the program does not work the same as in the states and that there is a working group of state and federal agencies to report antifraud measures, with a lower level than other states.
Gabriella Boffelli underlines the need to plan, both for beneficiaries and for providers. Republican committee leaders, she says, took part in the approval of the law in 2023. Although she touched base with them, she will also talk with other members of the Energy, Commerce, and Finance Committee in the Senate. Possibly more than one bill will be filed, with bipartisan interest in addressing it in 2026 or the following year, and there is a commitment to file soon.
On another front, she highlights that a congressional resolution will keep the federal government funded until at least September 30. The measure that passed the House would begin October 1 through December 4 to give additional time. It covers all agencies. The Senate received it and will take action or send another proposal. Two months remain until September 30. On October 1, 2025, NotiCel recalls, the Republican Congress failed to approve legislation to keep the government running; the partial shutdown lasted 43 days, the longest in United States history.
This 2027 cliff is not mixed with the imposed fiscal year 2026 budget that this desk covered on July 1, nor with Hacienda's $57.4 million in credits of the 17th. Federal Medicaid, local General Fund, and Senior Return are three channels. Jenniffer González Colón does not speak in this piece; Gabriella Boffelli speaks from PRFAA.
NotiCel does not publish a number of Medicaid beneficiaries in Puerto Rico or a dollar cap on the match. The 76, the 55, and the 2027 stand. The reader who wants the virtual conference has the URL at the foot.
