Jenniffer González Colón signs Act 143-2026 for shelters through public-private partnerships
On July 24, 2026, NotiCel reports that Governor Jenniffer González Colón signed into law an administration bill to build and operate facilities exclusively for women victims of domestic violence through public-private partnerships. The piece creates Act 143-2026 and amends the Public-Private Partnerships Act, Act 29-2009. La Fortaleza's statement says it seeks to facilitate specialized infrastructure and collaboration with entities capable of developing those projects.
With the signing, Jenniffer González Colón says, the government takes a step to strengthen the response to one of the most pressing problems. The legislation creates tools to expand shelter capacity and guarantee safe, dignified spaces with services to rebuild lives. In the statement of motives, according to NotiCel, several nonprofit entities that shelter women do not have administrative mechanisms or capital for economic subsistence and to keep offering the range of services.
NotiCel does not publish a bed count, a millions cap, or an Alliance auction calendar. The law number, the amendment to 29-2009, and the diagnosis of the entities stand. This magazine does not invent a shelter inventory.
On July 15, the same outlet covered that Jenniffer González Colón signed laws on port security, gender violence, and civil rights. That is another batch. Act 143-2026 is a PPP mechanism, not a recount of those signatures. It is also not mixed with the $20 million in community impact that awaited signature on July 21.
Jenniffer González Colón speaks in the statement; the nonprofit entities appear in the statement of motives, not with names in this piece. The reader who wants the text of 143-2026 has the NotiCel URL at the foot.
