PRITS left a $130,000 platform unused and fails on cybersecurity

On July 14, 2026, NotiCel reports that Comptroller Carmen Vega Fournier revealed that Puerto Rico Innovation and Technology Service keeps out of operation a digital platform for which it disbursed $130,000, and flagged deficiencies in strategic planning, accountability, and cybersecurity. Audit Report OC-27-04 examined the Electronic Eligibility Engine, created to exchange information among agencies and speed economic aid. The first phase was contracted for $232,000; the developer delivered a working version in June 2023, for which PRITS paid $130,000. At the close of the audit, the system was not available and had not been used.

PRITS, the report concluded, still has not prepared the Innovation and Technology Strategic Plan that Act 75-2019 requires. The fiscal year 2024 annual report was delivered 153 days late to the governor and 184 days after the legal term to the Legislative Assembly. In cybersecurity, there was no formal mechanism to require agencies to submit their programs under Act 40-2024. As of October 24, 2025, only OGP had submitted its own. The Comptroller urged completing E3's second phase, preparing the strategic plan, and meeting report deadlines.

This technology audit is not the school-food audit of July 1 nor the Port of Ponce audit of the 13th. On July 10, the Board spoke of the ERP in more than 60 agencies. An unused eligibility engine and an ERP underway are two systems. The reader who wants OC-27-04 has the NotiCel URL at the foot.
