The Energy Bureau orders PREPA to fund LUMA and Genera at certified-budget levels

On July 14, 2026, Caribbean Business reports, by Eva Llorens, that the Puerto Rico Energy Bureau, on July 13, ordered the Electric Power Authority to fund LUMA and Genera at FY2026 certified-budget levels, not the Provisional Budget. It must transfer $39.15 million to LUMA by July 31, covering a May–June shortfall of more than $39 million. Contingency reserve: $30 million for LUMA, $30 million for Genera, and $1 million for PREPA. The Bureau warned of fines if it fails. This note is not Costa Sur.

LUMA, before the House in October 2025, said the Emergency Interruption Reserve has been unfunded since 2023; it shifted more than $225 million of operating cash into emergency work; more than $200 million unpaid to suppliers. Juan Saca, then LUMA president: the shortfall is not a lack of revenues, it is a deliberate decision to withhold funds. That is his phrase. No winner is chosen. They are not averaged. Distinct from Costa Sur Unit 6. That note is not rewritten here.

What remains is $39.15 million, two $30 million reserves, and a no to Costa Sur. A reader who wants Llorens on the 14th has the Caribbean Business URL at the foot. This is not original reporting.
