The Board publishes: one Government, a common financial base

On July 10, 2026, the Financial Oversight Board publishes on its site a note titled "One Government, a common financial base: modernizing the way Puerto Rico handles financial information." On opening the page, the body of the article is not extracted reliably: the HTML arrives wrapped in menus and Cloudflare. What is in this desk's ledger, and is not expanded, is the fact that release notes: ERP Phase 1 took effect on July 7 for more than 60 central agencies. There is no new cost here, no named vendor, and no module count that that page did not leave in recoverable text.

On July 8, NotiCel covered Jenniffer González Colón announcing that OGP will administer the ERP, with 66 agencies integrated and Education as the first to process purchases, 50 percent of the volume. Itza García and Francisco Domenech, according to that note, were in charge of putting it in motion. NotiCel's figure is 66; the Board ledger speaks of more than 60. Two releases, two roundings. They are not averaged. This magazine does not pick a winner.

That launch does not erase the Comptroller's audit of the $32 million failed 2017-2020 attempt that NotiCel recapped on July 8, nor the 2024 halt that the Board itself identified then. A Phase 1 launch and a history of failures are two layers. Here the fact is July 10 and Phase 1 of the 7th. The reader who wants the essay has the juntasupervision.pr.gov URL at the foot.
