CPI: JJ Investment tops $36 million with 19 agencies; it is not the complaint

On July 6, 2026, at 6:00 a.m., the Centro de Periodismo Investigativo reports, by José M. Encarnación Martínez, Vanessa Colón Almenas, and Wilma Maldonado, that JJ Investment Group, of José José Pabón Castrodad, has more than $36 million in contracts with 19 agencies from 2017 through July 1, 2026, per the registry CPI cites. This note does not rewrite the June 18 complaints. It is the contracts cousin. PFEI assigns two special prosecutors.

At DRNA, a committee scored CRCD at $67,504; later JJ received $300,000 with no bid for the same U.S. Coral Reef Task Force meeting. Pabón has donated $117,000 to the PNP and allies since 2013, Electoral Comptroller. AAFAF, under Domenech, $450,000 in January 2026. Convention District: $35,000 on October 6, 2025 and $188,000 on July 1, 2026. Health: $144,957.50 signed May 19, 2026, the day of the event. Víctor Ramos Otero says RFP, no Fortaleza instruction. Marieli Padró did not answer CPI.

A contract is not a conviction. A donation is not a finding. This desk does not turn the registry into an indictment. What remains is more than $36 million, 19 agencies, and a no to rewriting the complaint. A reader who wants CPI on the 6th has the URL at the foot. This is not original reporting.
