On July 2, 2026, GAO-26-107772 becomes public: Puerto Rico Grid Recovery. Table 2 (data through February 2026) sums FEMA, HUD, and DOE grid recovery funds: about 14.3 billion dollars obligated and about 3.6 billion disbursed — near 25 percent. Obligated is not disbursed.

This note is the obligation-versus-disbursement snapshot. It does not rewrite COR3’s later María PA cut. Allotted is not obligated; obligated is not cash out the door.
