COR3: FEMA disbursed $11.0 billion of María; obligation is not disbursement

On July 2, 2026, COR3 publishes the 15th Congressional Report on economic and disaster recovery. The file carries that date. The data run through March 31, 2026. FEMA Public Assistance for Hurricane María: about $38.9 billion obligated, federal share about $35.6 billion, $11.0 billion disbursed. Permanent work, categories C through G: $27.9 billion obligated, $5.1 billion disbursed; more than 5,200 permanent projects completed. Emergency work, categories A and B: about $5.1 billion in the federal share. Those are two $5.1 figures. They are not averaged. Obligated is not disbursed. Obligated is not stolen. This note does not turn the balance into theft.

HMGP: $2.99 billion available, $632.6 million obligated, $169.6 million disbursed. That is FEMA, not HUD CDBG. Different pots. On August 11, WIPR covered another FEMA obligation for Guajataca: $513 million, with $509 million for Guajataca. That note is not rewritten here. Different files. The $35.6 billion federal share is not a cashed check. The $11.0 billion disbursed is what COR3 prints through March 31. This desk does not invent a stolen gap between obligation and disbursement. FEMA PA is not CDBG-DR.

What remains is $11.0 billion disbursed, 5,200 permanent projects, and HMGP at $169.6 million. A reader who wants the 15th report has the COR3 PDF at the foot. This is not original reporting.
