Roads, coffee, and special education: the Board imposes the FY2026 close
On July 1, 2026, NotiCel dates the close of fiscal year 2026 as an imposed budget. Roads, coffee, and special education are the knots the headline names. There was no consensus. The Board certifies its own revision and warns, in the dek, that that is not the same as balanced under PROMESA. The distinction is the body's, reproduced by the outlet, not a verdict by this magazine.
The lines NotiCel publishes are four. Thirty-five million dollars for municipal roads. Coffee at the Administration for the Development of Agricultural Enterprises, with a $33 million deficit. Special education, $90 million more. The rate reserve, $222 million above $683 million. Road miles are not invented, nor a hundredweight of coffee. The four numbers are copied.
The day before, June 30, the Board had published on its site that it was certifying the amended FY2026 budget as imposed, because Governor Jenniffer González Colón and the Legislative Assembly did not agree on the municipal-road rules. The figures the body puts down match NotiCel in substance: $35 million by miles, condition, and ability to pay; a rate reserve of $222 million; education, $90 million; coffee, $33 million. Two outlets, one close. Which is the primary source is not declared. Both are named.
That same July 1, the Board clarifies in another release that imposed FY2026 can still count toward exiting PROMESA if the independent audit finds the year balanced on a modified-accrual basis under section 209. That note separates the FY2026 revision from the FY2027 certificate. NotiCel, in this piece, stays with the political why of the imposition: roads, coffee, special education, the rate. The 209 lives in the Board's release.
On July 6, El Nuevo Día covers the signing of the new budget, FY2027's, with a General Fund of $13,174 million. That is not this close. Imposed FY2026 and signed FY2027 are two years. This magazine does not crush them into a single total or turn the warning that imposed is not balanced into a ruling on the 209.
