OGP insists the Board's objections concern the budget that closed yesterday
On July 1, 2026, NotiCel reports that the director of the Office of Management and Budget, Orlando C. Rivera Berríos, holds that the objections of the Financial Oversight and Management Board disclosed between the previous night and that day correspond to the fiscal year 2025-2026 budget, which closed yesterday, and not to the fiscal year 2026-2027 budget that takes effect today. The outlet's headline advances that reading: the objections, OGP says, concern the budget that already closed.
"It is important that the public receive the information in its proper context. The FOMB determination refers to the budget that ended yesterday and should not be interpreted as an evaluation or certification of the budget for the new fiscal year," Orlando C. Rivera Berríos says in the note. The official, according to NotiCel, explains that the two budgets belong to distinct processes and that mixing them can create a mistaken impression of the state of the budget now in force. He also asserts that both were prepared responsibly, in line with the administration's fiscal-discipline policy and the applicable legal provisions. That is his position, as published by the outlet. It is not a ruling of this magazine.
NotiCel links, on the same page, its earlier coverage: highways, coffee, and special education led the Board to impose the 2026 budget. That imposition is the kernel this desk already has, dated July 1, 2026 at another NotiCel URL. OGP, in this note, does not deny that imposition. It says something else: that the objections now should not be read as an evaluation of the year that is starting. Two facts, two texts.
This clip is also not mixed with the $635 million surplus and the line-item veto that Ey Boricua covered on the same July 1, nor with the Board's statement on the PROMESA recount, also from that day. A redistribution veto, a budget imposition, and an OGP clarification about the closed year are three threads. This note covers the third.
On July 2, NotiCel reported that the Board approved transferring $118 million to Special Education, with savings identified in 73 agencies. That transfer is later. Here the fact is July 1: Orlando C. Rivera Berríos asks for context. The reader who wants the full statement has the NotiCel URL at the foot.
