The Board clarifies: imposed FY2026 can still count toward exiting PROMESA

On July 1, 2026, the Fiscal Oversight Board publishes a release to clarify the FY2026 close. The amended budget was certified as imposed. That, the body says, can still count toward exiting PROMESA. The dek underlines two distinctions: that revision is not the FY2027 budget, and spending was not the fight. The distinctions are copied. It is not declared that Puerto Rico exited.

The release holds that there was no government's revised budget at the June 30 close. If the independent audit finds FY2026 balanced on modified accrual, it could meet section 209. The conditional is the body's. The 209 is not turned here into a stamp already placed. Distinct, the text insists, from the FY2027 certificate.

On June 30, the same body had certified the FY2026 amendment as imposed because the governor and the Assembly did not agree on the municipal-road rules, with $35 million, a rate reserve of $222 million, education of $90 million, and coffee of $33 million. On July 1, NotiCel puts those knots in the headline and recalls that imposed is not the same as balanced under PROMESA. This note's release does not deny the disagreement. It separates the 209 from the new year's certificate.

On June 29, FY2027 had been certified at $33.6 billion, with the most recent audits from FY2022 and Medicaid still capped and without MCOs in the budget. Robert F. Mujica Jr. said it was a step, not the exit. On July 1, the body says FY2026 can still count. Two years. Two tests. The FY2026 audit, on modified accrual, is what the 209 would put on the table. This magazine does not preview the auditor's finding.

Spending was not the fight, the release says. The roads were, according to the June 30 certification and NotiCel of July 1. Both phrases are left. The 209 is not turned into an exit calendar, nor modified accrual into a surplus figure the release did not publish.
