The Comptroller's Office reveals million-dollar irregularities and food losses at Education
On July 1, 2026, Ey Boricua reports, citing EFE, that Comptroller Carmen Vega Fournier disclosed million-dollar irregularities and food losses at the School Food Authority of the Department of Education. The audit covers July 1, 2021 through September 30, 2025 and concludes with a qualified opinion. The failures, according to that coverage, are in purchasing, property control, disbursement procedures, and management of the vehicle fleet.
Among the findings, Ey Boricua notes that the School Food Authority's goods purchases were not awarded or carried out in accordance with Act 73-2019, Regulation 9230 of the General Services Administration, or ASG Circular Letter 2023-02. In inventory, 4,592 pieces of equipment valued at $1.8 million remained unused, some without property numbers or adequate records. In multiple purchases, certifications of funds availability were not obtained before issuing the orders, nor were they recorded on time in the Department of Education's Financial Information System. Officials in charge of official vehicles in various regions, the report via the outlet adds, did not hold the assistant transportation-manager appointment that Regulation 9177 requires.
The report includes a special comment: the School Food Authority carries a pending balance of $267,332 for the loss of food donated under the Federal Food Distribution Program. Those losses, according to the auditors cited, occurred in several warehouses because of refrigeration-equipment malfunction and product expiration, as documented by the State Agency for Food and Nutrition Services. The audit contains 10 principal recommendations directed to the secretary of Education, the undersecretariat of Administration, and the authority's leadership. Ey Boricua does not publish the full list of the ten here. What the page put stands.
This school-food audit is not the $118 million payment to special-education providers that NotiCel covered on July 2, nor the janitor cuts that Radio Isla dated July 3. Three Education threads, three dates. This note covers Carmen Vega Fournier's report. The reader who wants the audit text has the Ey Boricua URL at the foot.
