LUMA counterclaims and calls the attempt to void its contract frivolous

On June 23, 2026, Metro Puerto Rico reports that LUMA Energy filed claims and a counterclaim against the Government of Puerto Rico's suits seeking to void its contract, after Judge Laura Taylor Swain returned the cases to the local courts. The company, in written statements Metro reproduces, says the Government uses public funds with arguments "frivolous and absolutely without merit" to act against the extension of the 2022 supplemental contract, a document that, according to LUMA, the government itself presented as legal and in force.

LUMA holds that the Government acts in bad faith, with intentional deceit and temerity to fulfill a campaign promise. It figures at least 4,500 million dollars in damages and operational costs of a cancellation. It alleges that the Junta Fiscal and other parties in AEE's federal bankruptcy have warned of operational chaos and risk to federal funds. It mentions more than 4,000 employees in Puerto Rico and nearly 1.5 million customers. Metro illustrates the note with Janisse Quiñones, LUMA's chief executive. Those magnitudes are the company's via Metro, not an expert report by this magazine.

On June 19, La Fortaleza had celebrated the First Circuit's rejection of LUMA's stay. On June 24, El Nuevo Día would quote Jenniffer González Colón: the arguments, she said, are politiqueros, and she predicted annulment would prevail. Two readings. A winner is not chosen. On June 25, Metro would add attorney Fran Torres Viada's allegations of pressure from Francisco Domenech. That is another note.

There is here no nullity ruling nor a FEMA-funds figure LUMA identifies as already lost. What remain are the counterclaim, the 4,500 million the company put, and the return to local forums Metro ties to Laura Taylor Swain. The URL is at the foot. This is not original reporting.
