The Junta says UPR's FY2027 budget violates the fiscal plan

On June 18, 2026, Robert F. Mujica Jr. signs a six-page missive to Governor Jenniffer González Colón: the Universidad de Puerto Rico's FY2027 budget is in violation of the fiscal plan. Microjuris al Día publishes the account on June 24 and links the PDF. The deadline to correct is June 24. The Junta, Microjuris cites, gives UPR and the governor "the opportunity to correct the violations."

Among the failures the outlet lists: 2.8 million dollars in professional services of the Oficina de Desarrollo de Innovación y Transformación for tasks university employees should do; an unjustified 8.6 million operational increase; medical-plan contributions above what is authorized; 10.4 million more in supplies and 4.8 million in purchase of services without sufficient evidence. The budget, the letter says, does not demonstrate that pension obligations are well funded; it recommends freezing benefits or identifying recurring sources. Microjuris recognizes that the Assembly contemplates a 60 million injection, but the Junta warns that that financing is not long-term support. This desk's ledger adds 132.7 million pensions without defined-plan funding and a cited gap of about 44.5 million; the Microjuris body that was opened does not transcribe those two figures, and they are not used as if the outlet had put them in the cited paragraph.

On June 6, El Nuevo Día had covered certification of the university fiscal plan with minimal adjustments, another URL. On the 22nd, Metro put 60 million of UPR in the General Fund inside RCC 356. This June 18 letter is the no to the budget, not the plan certification nor the House vote. Distinct, besides, from the 33.6 billion consolidated of June 29, a kernel of this desk.

What remain are the 2.8, 8.6, 10.4, 4.8, and 60 million, the 24th deadline, and the six pages. The Microjuris URL is at the foot. This is not original reporting.
