Francisco Domenech goes to Justicia and Ética against Sebastián Negrón Reichard

On June 18, 2026, Metro Puerto Rico reports that Gobernación secretary Francisco Domenech Fernández filed Wednesday two sworn statements with annexes before the Oficina de Ética Gubernamental and the Departamento de Justicia. The allegations point to the former secretary of the Departamento de Desarrollo Económico y Comercio, Sebastián Negrón Reichard: at least five corruption charges for conflicts of interest. Metro figures the alleged benefit at 74,111,276.62 dollars to at least five clients of the firm Reichard & Escalera, the office of Héctor Reichard de Cardona, principal partner and grandfather of Negrón Reichard.

Metro recounts that the action arises as a sequel to a complaint by Negrón Reichard against Domenech before the Oficina del Fiscal Especial Independiente, Ética, and the Senate presidency. The first allegation cites Articles 4.2 (g) and (s) of Law 1-2012 and possible Articles 250, 253, and 254 of the Penal Code. According to Metro, Domenech instructed Negrón Reichard to recuse himself from filings tied to his grandfather or his clients, and the former secretary refused. The second allegation names María Beatriz Gorostiaga Zubizarreta, wife of Negrón Reichard and owner of Grupo Imperial LLC, registered February 22, 2026, which on March 1 requested an exemption decree from DDEC without recusal.

They are sworn allegations, not sentences. Metro attributes them to Domenech's documents.
