Jenniffer González Colón presents Carlos J. Ríos Pierluisi as DDEC secretary
On June 15, 2026, Governor Jenniffer González Colón gathers private-sector leaders at La Fortaleza and announces the designation of Carlos J. Ríos Pierluisi as secretary of the Departamento de Desarrollo Económico y Comercio. She speaks of attracting investment, jobs, and growth. She says the attorney has held several positions in the agency, has handled federal funds and negotiations with local and international firms, and that he enjoys the private sector's confidence. The same day, another La Fortaleza page includes that name among the 12 appointments that go to the Senate. This URL is the presentation to business.
The biography La Fortaleza publishes: bachelor's in biochemistry at Villanova, Juris Doctor at the Universidad de Puerto Rico, LL.M. at Georgetown. Intern at Jiménez, Graffam y Lausell and in the courts; paralegal at Bird, Bird y Hestres; law clerk to associate justice Mildred G. Pabón Charneco in 2017. In 2019 he enters Fomento as executive assistant. In 2022, general legal counsel of DDEC and of PRIDCO. In 2023, Fomento deputy executive director: debt restructuring, technology, demolitions, and industrial prototypes. In 2025, DDEC undersecretary. In December 2025, executive director of the Autoridad para el Redesarrollo Local de Roosevelt Roads.
This Carlos J. Ríos Pierluisi is the name June's La Fortaleza pages use for the DDEC designation. It is not mixed with the other appointments of that same senatorial batch; that list is covered in the COR3 note.
On June 10, the Junta had approved 597,171 dollars of reapportionment to DDEC for equipment and cloud. That letter is not this presentation. What remains is the announcement before the private sector and the step to the Senate.
