The Government briefs the federal House Homeland Security minority
On June 14, 2026, La Fortaleza reports that the Government presented reconstruction, emergency, and energy progress to a minority delegation of the United States House Committee on Homeland Security. The visit includes Bennie Thompson (D-MS), Nellie Pou (D-NJ), Al Green (D-TX), and Resident Commissioner Pablo José Hernández Rivera. On the federal recovery side: Andy D'Amora and Orlando Landy Olivera of FEMA, Andrés García Martinó, and Sasha Dávila of HUD. For the Estado: Gabriella Boffelli and Gabriel Bravo of PRFAA, Arthur Garffer of Seguridad Pública, Eduardo Soria and María Marín of COR3, Carlos Olmedo of Vivienda.
The release flags the NEPA bottleneck and FEMA's EHP process. Jenniffer González Colón has supported HR 4776 so an environmental analysis is not repeated if a state or tribal entity already did it. On September 24, 2025 they brought FEMA's Review Committee to Puerto Rico and asked for a time limit on EHP. The delegation tours FEMA's Caribbean Distribution Center in Caguas and, on Saturday, Francisco Morales Rivera High School in Naranjito: allocation 27,448,482.67 dollars, under the FAASt strategy of 2 billion to the Departamento de Educación announced September 23, 2020, in Donald J. Trump's administration. Present are Eliezer Ramos Parés, mayor Orlando Ortiz Chevres, and representative Axel Chino Roque.
Josué Colón Ortiz, energy czar and executive director of the APP, updates generation projects at Cambalache, Vega Baja, Costa Sur, Yabucoa, Aguirre, and Palo Seco. Those plant names are from the release. They are not converted into megawatts. On June 2, the Junta authorized signing Power Expectations for 400 MW; that is another piece. Here the fact is the congressional briefing.
Pablo José Hernández Rivera enters as resident commissioner in the delegation, not as author of an August DOE letter. What remains is NEPA/EHP, Naranjito, and the six named plants.
