Robert F. Mujica Jr. refuses to cut 22 million in AAA revenues
On June 2, 2026, Robert F. Mujica Jr. writes to Luis González Delgado, chief executive of the Autoridad de Acueductos y Alcantarillados, about a request to reprogram the certified fiscal year 2026 budget. AAA had asked to cut 22,063,000 dollars of projected operating revenues and to make reapportionments of 21,633,000 among senior debt service, operating expenses, and the Capital Improvement Fund. The Junta approves in part 12,256,000 dollars: 2,410,000 for the maintenance-and-repairs gap, 1,046,000 for an adjustment of expenses to be capitalized, and 8,800,000 to the CIF.
It does not approve the 22,063,000 drop in revenues, nor payroll cuts of 7,040,000, electricity of 3,039,000, or other expenses of 8,353,000. Those adjustments, Robert F. Mujica Jr. says, would not reflect the budget or performance, and they do not align with AAA's certified 2025 Fiscal Plan. The revenue gap must be covered with reserves for recurring expenses. The Junta holds that the certified FY2026 budget already has sufficient funds for the year's needs.
Appendix A leaves operating revenues at 1,179,190 thousands of dollars, with no cut. The electricity line falls 12,256 thousands, from 191,743 to 179,487. Maintenance and repair stays at 90,328 thousands. The net Capital Improvement Fund rises from 52,726 to 61,526 thousands. The net balance stays at 449 thousands. Those figures are from the letter, in thousands. They are not converted here into a customer-collection tally or a rationing map.
Copy to Francisco J. Domenech Fernández and to AAA's Junta de Gobierno. Metro Puerto Rico, a day later, publishes an account of this same letter; that outlet is not this URL. On June 6 and 7, La Fortaleza activates the National Guard to distribute water: another thread, another date. This note is the no to cutting revenues.
