Comptroller: adverse opinion on the Land Authority; recommends recovering 410,677

On May 8, 2026, Comptroller Carmen A. Vega Fournier published audit OC-26-27 on the Puerto Rico Land Authority, covering July 1, 2015 to March 31, 2023. An adverse opinion is not a criminal charge. This audit does not name the FEI, the Panel, Justice, or charged officials, and does not say it is the same file as the FEI Land Authority charges. This desk does not merge them. From a 10-contract sample totaling 485,820 dollars, she found 297,177 paid contrary to contract terms, plus six contracts for 113,500 never registered with OCPR. She recommends recovering 410,677 dollars from nonprofits and will review compliance in six months. A recovery recommendation is not a sentence.
