Sin Comillas: Sembrando Sentido sues the DDEC for the data of Leyes 20, 22, and 60
On April 15, 2026, Sin Comillas reports that Sembrando Sentido asked, by mandamus, that the Court of First Instance order the DDEC to deliver information on the social and economic impact of the incentives of Leyes 20 and 22 of 2012 and of Ley 60-2019. It is not the CPI's 2024 suit against Manuel Cidre: it is another actor, another date, and another petition.
According to that page, on November 20, 2025 the organization, with the Interamericana Legal Aid Clinic, sent two requests. On January 8, 2026 the DDEC replied in part: a list of beneficiaries with dates, redacted copies of annual reports of Resident Individual Investors, and incomplete data on posts and expenses of the Office of Incentives. The filing asks for annual reports of service-export corporations, exemption applications, salaries, a breakdown of expenses, and promotion, audit, and oversight processes.
Issel Masses, executive director of Sembrando Sentido, said the Government claims Leyes 20 and 22 are beneficial, but obstructs access to the data. Nicole Díaz, an analyst at the organization, attributes to Hacienda some 3,000 million dollars the treasury will fail to receive this year from those benefits, and notes that Puerto Rico, according to Tax Justice Network, is among the 20 jurisdictions that most contribute to tax havens. Masses added that those policies should have been evaluated before the Ley 38-2026 extension.
There is here neither the ROI database the CPI requested in 2024 nor the 59 tourism decrees of August 2025. What remains is April 15: a Sembrando Sentido mandamus and a DDEC that delivers less than asked. This is not original reporting.
Masses, according to Sin Comillas, spoke of a pattern of opacity in the government apparatus. This page does not recount the 3,000 million: it leaves them attributed to Hacienda via Díaz. What remains is the April 15 mandamus.
