Justice recommends FEI for Ciary Pérez Peña; preliminary finding, not conviction

Justice referred former Housing secretary Ciary Pérez Peña to OPFEI after a DIPAC preliminary inquiry. Secretary Lourdes L. Gómez Torres said sufficient cause existed to believe possible undue influence under Penal Code Article 261 and possible Ethics Act violations; this was not a conviction. Representatives Ramón Torres Cruz and Swanny Vargas Laureano made the referral. DTOP’s Arturo Deliz Vélez said roughly 68 centers collected registration money without remitting it. Yabucoa Auto Service remained in Pérez Peña’s name through December 2025; he cited 1,975 alleged transactions, 987,500 dollars in fines later reduced to 5,000 without documentation. Pérez Peña resigned effective March 16.
