Federal housing: the grant history sets $11.94 billion for Puerto Rico after Maria

HUD's CDBG Disaster Recovery Grant History, dated February 1, 2026, summarizes historical disaster-recovery allocations. For Puerto Rico, the block Hurricanes Harvey, Irma, and Maria, and Other Events 2017 reports a Grant Award of $11,938,162,230.00 to the Commonwealth of Puerto Rico under public laws P.L. 115-56, P.L. 115-72, P.L. 115-123, and P.L. 116-20.

In the same document, the 2015-2017 Mitigation Funds section (P.L. 115-123) allocates $8,285,284,000 to Puerto Rico. Those are two different lines: one for recovery after the 2017 hurricanes and one for mitigation. A Grant Award in this history is an allocation reported to HUD. By itself it is not an outlay, a payment to a project, or a finding of theft.

This note continues the January 2025 expenditure snapshot for grant B-18-DP-72-0001. That report measured the award, the percent drawn, and the balance on one specific line. This history does not repeat that execution row. It records the size of the aggregate allocations to the Commonwealth and to Puerto Rico in the federal housing grant register.

The PDF header sets the national frame as of February 1, 2026: Total Funds Allocated to HUD Disaster Grantees, To Date, $111,774,003,391; Total Active Grant Funds, $106,709,775,416; Total Active Grants, 275; Total Active Grantees, 98. Those figures describe the active universe of grants, not the balance of one municipal account.

Inside the Harvey, Irma, and Maria block, the section subtotal is $19,909,284,000 across several states and territories. Puerto Rico appears with $11,938,162,230.00, the largest share in that group. Texas is listed at $5,734,190,000.00 and the U.S. Virgin Islands at $1,143,142,884.00. The comparison is for scale. It does not authorize mixing pots, or treating the whole amount as money that has already reached the street.

The 2015-2017 mitigation line is also large: $8,285,284,000 for Puerto Rico inside a section subtotal of $15,934,516,000. Mitigation is not ordinary CDBG-DR recovery, and it is not FEMA Public Assistance. Each pot has its own rules, calendar, and documents.

What can this history say? How much HUD reports as a Grant Award allocated to Puerto Rico in those blocks at the February 2026 cut. What it cannot say: it does not set the drawn percentage of B-18-DP-72-0001, it does not list every invoice or every home, and it does not establish a crime. Allocated is not obligated, obligated is not disbursed, and disbursed is not theft.

The date matters. The document says February 1, 2026, covering the CDBG Disaster Recovery Grant History 1992-2026. It does not describe today's bank balance, and it does not replace action plans, monthly expenditure reports, audits, or project certifications. It is a snapshot of allocations in the housing system.

For a public reading, the careful line is this: as of February 1, 2026, the federal history records $11,938,162,230.00 for the Commonwealth in the Harvey, Irma, and Maria block, and $8,285,284,000 in 2015-2017 mitigation. The note stays on the housing and recovery thread and does not invent execution figures this PDF does not carry.

The history also shows smaller Puerto Rico lines in other sections of the same PDF, for example $166,312,000, $184,626,000, and $36,424,000 in later or parallel blocks. Those lines do not replace the $11.94 billion block or the $8.29 billion mitigation block. They show that the federal file accumulates grants of very different sizes under the same reporting system.

Anyone comparing this history with a monthly expenditure report should keep the questions apart. The history answers how much was allocated in the grant register. The expenditure report answers how much appears drawn, or still in balance, on a specific line on another date. Mixing the two readings without naming the source and the cut confuses the public conversation.
