HUD puts 5.1 percent on the electrical grant; it is not all of María's money

On February 1, 2026, the U.S. Department of Housing and Urban Development publishes its CDBG-DR Grant Expenditure Report, file 2-1-2026. Electrical grant B-18-DE-72-0001: $1.932 billion, 5.1 percent drawn, Slow Spender. Main unmet-needs grant B-18-DP-72-0001: $8.221 billion, 45.3 percent drawn. B-17-DM-72-0001: $1.507 billion, 78.3 percent drawn. The 5.1 is that energy grant. It is not all of María. This note does not turn it into that. The three grants are not fused into a single 5 percent.

Slow Spender is HUD's pace label. It appears on many U.S. grantees. It is not a theft finding. Slow spend is not theft. Unspent is not undocumented. Undocumented is not unused goods. Unused goods are not an indictment. On February 23, El Nuevo Día prints another HUD pace, more than 70 percent undisbursed; that lives in note 412. Here it is the February 1 table. This note does not rewrite that one. This desk leaves the three table figures and does not pick a 5 percent for all of María. Slow Spender is pace. It is not a conviction. This desk prints both figures and does not fuse them.

What remains is 5.1, 45.3 and 78.3, three grants and a pace label. A reader who wants the February 1 table has the HUD PDF at the foot. This is not original reporting.
