Sin Comillas reprints the CPI: Esencia is predominantly residential and carries almost 498 million in tourism credits

On October 14, 2025, Sin Comillas reprints the Centro de Periodismo Investigativo investigation of Esencia in Cabo Rojo. The text, bylined Luis Joel Méndez González, says 1,132 residences and 520 hotel units are sought, and that Turismo approved almost 498 million dollars in tax credits plus a 10-year exemption for Cabo Rojo Land Acquisition LLC.

Turismo, according to that page, called the development «predominantly residential» in comments to the OGPe. The housing units, it adds, double those of lodging. The decree puts eligible tourism investment at 1,244,299,092 dollars. The residences, according to the project website the CPI cites, would sell between 2 and 20 million dollars. Those figures are the CPI's via Sin Comillas.

Ricardo R. Fuentes Ramírez, according to the same text, divides the almost 498 million by 1,205,281 returns and gets about 413 dollars per taxpayer. The CPI adds that Ley 74 of 2010 is more generous than Ley 60-2019: under the 74, 90% of eligible income is exempt; under the 60, the rate is 4%. This note does not turn that comparison into a recount of its own.

This page is not used to rewrite the 2026 OGPe approval or the Mandarin Oriental announcement. What remains is October 14: too much residential, tourism credits, and a per-return cost the economist names. This is not original reporting.

The CPI, via Sin Comillas, names Reuben Brothers and Three Rules Capital as proponents, and Cabo Rojo Land Acquisition LLC as the legal figure. Turismo, in comments signed by Jorge Pérez González, asked that the residential scale be reduced. This page does not recount the 463 cuerdas of the refuge or turn the 40% of eligible investment into a recount of its own. What remains is October 14 and the figures the outlet puts in black.
