Attachment A (FY25 Summary — Distribution of Drinking Water SRF Appropriation) asigna a Puerto Rico: DWSRF Base $10,906,000; IIJA DWSRF General Supplemental $24,898,000; IIJA DWSRF Emerging Contaminants $7,640,000; FY25 Total $43,444,000. Las tres columnas son drinking water. El piso estatutario del 1.00% aparece en varias jurisdicciones con la misma fila de Gen Supp y Emerging Contaminants, incluido Puerto Rico.
El memorandum provee final allotment tables para IIJA SRF General Supplemental y Emerging Contaminants capitalization grants, más Base program funds appropriated under the Full Year Continuing Appropriations and Extensions Act, 2025 (PL 119-4) para CWSRF y DWSRF. Additional subsidy: no changes in authorities from FY2024 to FY2025. Para base funding hay two different additional subsidy authorities por cada SRF; IIJA Emerging Contaminant funding is 100 percent additional subsidy en el marco del memo. Eso no convierte automáticamente cada dólar allotted a Puerto Rico en grant a fondo perdido ya ejecutado; hay que leer assistance agreements posteriores.

Although total base appropriations did not change between FY2024 and FY2025, base funding available to states increased because PL 119-4 did not include funding for the Community Grants program. That accounting note belongs in the money trail next to the Puerto Rico rows, not as a substitute for the allotment figures themselves.
