Board: legislative budget does not meet the fiscal plan

On June 24, 2024, El Nuevo Día reported, by Leysa Caro González, that the budget for the next fiscal year approved by the Legislative Assembly does not meet the parameters of the PROMESA law nor the fiscal plan certified by the Financial Oversight Board (JSF) on June 5.

Robert Mujica, executive director of the Board, stated in a letter to the Legislature — according to the coverage — that the proposed budget for fiscal year 2025 fails because it “reallocates funds in a manner that is inconsistent with the 2024 fiscal plan.”

The primary’s dek indicates that the body that controls the government’s finances does not green-light an increase in funds directed to municipalities to reinforce the Ama de Llaves (homemaker) program and the maintenance of roads and schools, though it offers some options. This desk does not invent the amounts of that increase nor the detail of the options: the rest of the body sits behind a subscription paywall in the cited primary.

Reallocating is not stealing. Warning of fiscal-plan noncompliance is not an automatic veto nor a bill of charges.
