AAFAF: HTA’s Plan of Adjustment cuts debt by more than 80%
On October 12, 2022, Omar J. Marrero Díaz, executive director of the Fiscal Agency and Financial Advisory Authority (AAFAF), published official remarks on approval of the Plan of Adjustment for the Highways and Transportation Authority (HTA / ACT).
In the bilingual release, Marrero states that, with the plan proposed by the Financial Oversight and Management Board, HTA’s debt is reduced by more than 80 percent, “which equals over $3 billion” in debt-service payments.
According to AAFAF, that lets HTA exit bankruptcy, stabilize its fiscal path and facilitate infrastructure investment. The release does not break out new bonds, cash at close or the payment calendar; nor does it publish obligation-versus-disbursement tables.
Plan confirmation is not disbursement of highway projects. This note stays with what the AAFAF PDF of October 12, 2022 says — a short source — and does not import figures from other dockets or Board pages.
