Does not know what Hacienda did
On September 18, 2007, Primera Hora reported that State Elections Commission (CEE) president Ramón E. Gómez did not know whether Hacienda had executed the payment plan he sent July 3 to Secretary Juan Carlos Méndez: withholding 25% of the 2007 Electoral Fund ($300,000 per party → $75,000; in 2008 the fund rises to $600,000 and the withhold to $150,000).
For the PPD, the plan proposed paying with that withhold $72,200 to Marketing & Media Motivations and $2,800 to Happy Productions. The PPD’s certified debt as of January 1, 2007 was $804,191.42, including $402,897.43 of candidate Aníbal Acevedo Vilá. As of June 30, 2007, Electoral Auditor Luis F. Mendoza placed PPD debt at $738,691.42 (with $337,897.43 of the candidate).
The PNP owed Hacienda $317,922.98 (withheld taxes 1996–2003) and the Department of Labor $141,656.36; total certified debt as of Jan 1, 2007: $3,603,433 (as of Jun 30: $3,592,154.48). The PIP had $31,300 certified — less than half of 25%.
Gómez insisted the Secretary must comply with the Electoral Law. Parties must recertify debts as of December 31.
Notified payment plan / withhold ≠ confirmed disbursement. Certified campaign debt ≠ theft in a sentence.
