Muñoz Rivera and the autonomists
Luis Muñoz Rivera was the journalist-politician of the Autonomist Party in the years when a mountain revolt looked like suicide and a military governor still had a jail. Write the ñ. Muñoz is one word. He worked from the liberal world of the south, the papers and clubs of Ponce, and argued that Puerto Rico should govern itself within Spain, not against it. That is a different bet from Betances's. It is the bet that produced, on paper, the Autonomy Charter of November 25, 1897.
The autonomists wanted insular chambers, a voice in the money, and an end to government by captain general alone. Not all of them wanted abolition in the tone of 1868; by Muñoz Rivera's rise slavery was already gone and the fight was tariffs, police, and dignity after the compontes. 1887 taught them what a general could do with a Civil Guard. The answer they chose was a party and a pact, not a flag at Lares. The newspapers were the other militia: columns instead of machetes, and a public in Ponce that expected to be governed as a province, not as a camp.
EnciclopediaPR's essay on the 1897 charter is the public page of how Sagasta's Madrid finally moved. Muñoz Rivera's name belongs to that door. He would serve in the short-lived autonomous cabinet, a government barely on its feet when United States troops landed at Guánica. A politics built to negotiate with Spain had no chapter for a new empire.
Do not turn him into a saint of independence or a villain of annexation. He is a late-Spanish liberal who won his argument too late. The board places him in 1887 because that is the year of terror that defined the party's nerves, even though his fame runs forward to 1897.
Jones-Shafroth and Foraker are whole stories belonging to other people. One sentence suffices: after the treaty, Washington would write different organic laws. Muñoz Rivera's charter was Spanish. The treaty ceded the island. Those two sentences are the end of its Spanish century.
