The Navy leaves Culebra, 1975

The Navy's range at Culebra closed in 1975. The fight had been public for years: fishermen, church people, mainland lawyers, and a municipality that could see and hear the practice from town. Unlike Vieques in 1999, Culebra's exit does not turn on a single named death on a specific afternoon. It turns on a campaign that won earlier, on a smaller island, with a designated refuge as part of the deal.

It is not Vieques retold. Culebra, 1975. Vieques' later dates must not be copied backward onto it.

The Fish and Wildlife Service's Culebra National Wildlife Refuge is the federal remainder, as at Vieques, but the calendar is different and the population is smaller. Turtles and seabirds fill the brochure. Unexploded ordnance fills the operations file. A visitor can stand at Flamenco and forget the range. The refuge's maps do not forget it.

Why Culebra first? Scale, politics, and a training geography that could move to Vieques. That last clause is the uncomfortable hinge. Closing Culebra did not close the Atlantic Fleet's need for a range. It relocated the pressure. The people of Vieques lived with that relocation for another quarter century. An honest essay on Culebra admits the hinge without robbing Vieques' later dead.

Hurricanes treat both islands as small, exposed places dependent on the ferry. Hugo and María each left Culebra in the eastern wind field. Those storms have their TCR pages. This page is the year of the Navy's departure. Mixing them produces a generic "the eastern islands suffer" paragraph that could be filed under any date.

Spanish: Culebra, culebra island in the old place name, is the municipality's name. The refuge is the citation.

Keep the year in the headline. 1975 is easy to lose between the Vietnam era on the mainland and Vieques' later photographs. Culebra's silence began then. Everything after is sequel, turtles, and time. The ferry still makes the crossing; the range does not. That is all the local change of tense, and it is enough to hold a date without borrowing from Sanes or the 2003 departure.
