2010-2020 Census, the emptying

The 2020 Census counted 3,285,874 Puerto Rico residents on April 1, down 11.8 percent from 3,725,789 in 2010. The Bureau's own state-by-state story states both totals and the percentage change. This essay uses that pair, not a memorized round number, and will not invent municipal counts the table does not print here.

Print both layers if you print 2020: the resident count and the later PES overcount. The count is not an error-free physical headcount.

In August 2022 the Post-Enumeration Survey estimated that the 2020 Census overcounted Puerto Rico's population by 5.7 percent, about 174,000 people. That overcount was not statistically different from the 4.5 percent overcount in 2010. If the published 3.29 million is high, the emptying is not smaller. Coverage error and real loss can travel together.

The decade includes María, a fiscal crisis, and a migration already under way after the 936 sunset. The Census number does not order those causes. It records a net. Births, deaths, and moves all sit inside the 11.8 percent. Treating the figure as a proxy for storm deaths is a category error. Treating it as a simple confirmation of every political speech is another.

QuickFacts repeats the same two census counts. The historical population-change tables put Puerto Rico in the negative column from 2010 to 2020, after a smaller decline the previous decade. The peak was earlier, in the 2000s. The emptying is a two-decade slope with a storm in the middle, not a cliff that begins on September 20, 2017.

No municipal registry. If a town's count is not in this page's sources, it does not appear.

Use 3,285,874 and 3,725,789 and 11.8 percent, then disclose the 5.7 percent PES overcount. That is the whole honest paragraph. The Florida side of the post-María movement is another ACS story. This record is the decennial pair and the coverage note. A later vintage estimate may move; the April count and the survey of that count must stay on the same page every time someone cites the 3.29 million figure.
