NotiCel: communities demand changes in AAA management

On September 7, 2026, NotiCel covered another protest by residents of Juncos, Loíza and San Juan demanding the immediate exit of Luis González Delgado as AAA executive president. They occupied a stretch of Avenida Baldorioty; in August they had already protested at Sixto Escobar Park over Ocean Park, Santa Teresita, Villa Palmeras and Lloréns Torres.

Alfredo Cuyar (Exigimos Agua / Ocean Park) said they have gone 14 months without water or with interrupted service due to a “managerial and political problem.” He put water losses near 60% and asked for a citizen representative on the Board of Directors. Per NotiCel, González Delgado took the helm in March 2025 and the prior week reports circulated that he offered his resignation to the governor, who persuaded him to stay while the drought lasts.

Cuyar said AAA excuses “make no sense” and that with the same infrastructure “we had water 14 months ago”; he called for figures such as Doriel Pagán or Roberto Martínez. Community allegation ≠ administrative finding or judgment. Cousin: 711. Primary: NotiCel 2026-09-07.
