Fortaleza and ASG disagree on who approves the $18 million homemaker contract

Fortaleza and the General Services Administration disagree on who must green-light the Department of the Family’s homemaker-services contract. Governor Jenniffer González Colón holds that she is waiting on the Financial Oversight Board to award a multi-year contract; ASG administrator and Chief Procurement Officer Karla Mercado Rivera ruled that approval belonged to her agency. According to Fortaleza’s statement, a one-month bridge was signed between the Corporación de Servicios de Ama de Llaves (COSALL) and the Department of the Family while the multi-year filing pending before the Board is completed. González said she had proposed two-year continuity; that proposal still awaits final confirmation from the fiscal entity.

The multi-year contract between the Administration for Families and Children (ADFAN) and COSALL — about $18 million that fund the service of 1,500 homemakers for two years — is under Board evaluation for its size under PROMESA. Mercado alleged Friday that ASG authorized DF to sign after an attempt at direct contracting without authority due to an incorrect categorization: “A company that offers homemaker services is not a professional service” and must go through public bid at ASG, with transparent processes. Family secretary Suzanne Roig Fuertes confirmed the one-month contract to guarantee continuity for participants while administrative steps finish. One-month continuity is not approval of the $18 million multi-year deal.
