Board approves one-month $1.5 million homemaker-services contract
The Financial Oversight Board approved a one-month contract, valued at $1.5 million, between the Administration for Families and Children (ADFAN) and the Corporación de Servicios de Ama de Llaves to serve more than 1,600 older adults, according to Javier Colón Dávila. In a letter to ADFAN chief Wilma Ortiz Rivera, the Board recalls that on September 1 the agency presented a new contract and the next day reported a lawsuit challenging another contract — this one for more than $50 million — for the same service.
The Board says it cannot determine whether the challenged long-term agreement meets the market-competition principle, but instructed ADFAN to bring the one-month bridge so service to the older-adult population is not cut while litigation proceeds. Bridge approval is not an endorsement of the challenged multi-year contract.
