Governor denies having asked for Zapata’s resignation at PREPA

On September 4, 2026, El Nuevo Día reports from Fajardo, by Efraín Montalbán Ríos, that Governor Jenniffer González Colón denied having asked for Mary Carmen Zapata Acosta’s resignation as PREPA executive director amid the controversy over the temporary generation contract with Power Expectations. “We received a resignation letter, effective today (Friday). Obviously, the (PREPA) governing board received that resignation yesterday (Thursday) and that is how it was handled,” González Colón said. An El Nuevo Día source said the exit was a dismissal over differences with Energy czar and P3 Authority chief Josué Colón; Colón denied to the press, after a legislative hearing, having pressed for the resignation. This desk prints both versions; it does not pick a winner. The frame of the revoked contract lives in the Oversight Board note on Power Expectations; this one does not rewrite it.

González Colón said engineer Fernando Osorio Caña will serve as interim executive director while she interviews candidates for a permanent successor. Zapata signed — and on August 18 canceled — an agreement of the Power Expectations, Reyes Contractor Group and Enchanted Rock consortium for 400 megawatts of temporary generation over 10 years for 5,887 million dollars. Much of the controversy turns on claims by ERock Inc., Enchanted Rock’s parent, that it did not authorize the signature; the person who signs for Enchanted Rock is Jhoby Weaks, who is alleged to be a crypto investor who pleaded guilty to fraud and tax evasion. Cancellation is not theft found in this piece; it is the frame El Nuevo Día prints.

On the House questioning of Colón — who revealed he had been interviewed by the FBI — González Colón said any topic that clarifies processes “is good” and that “the clearer the record on transactions remains, it should not be a cause for concern.” What remains is Fortaleza’s denial, the letter effective Friday the 4th, Osorio Caña interim, 5,887 million / 400 MW / 10 years, and a no to rewriting the August revocation. A reader who wants Montalbán Ríos on the 4th has the El Nuevo Día URL at the foot. This is not original reporting.
