The PPD denounces a payments collapse at IntegraPR; Deloitte cites 2,920 incidents

On August 24, 2026, Metro Puerto Rico covers the Popular Democratic Party caucus denouncing million-dollar arrears in payments to employees and vendors after IntegraPR failures, the ERP that was to centralize finance for more than 60 agencies. The platform, Metro says, showed failures from its July 8 launch, kept vendors from submitting invoices, and has led some to limit services. Deloitte has been in charge since 2018; training was left out of its contract and passed to E3 Consulting. Luis Javier Hernández Ortiz, PPD spokesman, presented a letter from partner Ángel Quiñones Cardona to Office of Management and Budget director Orlando Rivera Berríos. Today, he said, that announcement of more than 100 million dollars has turned to salt and water.

As of August 10, according to the letter, only 5.1 percent of 8,879 employees had been fully trained. As of the letter's date, August 19, 2026, Deloitte is managing some 2,920 open incidents in 53 agencies. Subsequent government support, it says, has not resolved at the needed pace. Deloitte, in the same writing, does not warn of a disbursement collapse: since launch the system has processed more than 19,900 invoices, disbursed more than 1,180 million, and recorded more than 11,400 million in accounting activity, with 53 agencies operating. The system, it holds, is in full operation under government-approved standards. Two readings in one letter. No winner is chosen.

Metro also reproduces La Fortaleza figures as of August 21: 6,028 payments issued, 10,355 invoices entered, 24,955 active purchase orders with an approximate value of 1 million dollars, and 5,791 vendors with at least one payment. Health, Education, and the Police stand out in disbursements. Agencies have until August 29 to process invoices for 2025-26 obligations. One million dollars for almost 25,000 orders is the figure Metro printed. It is not corrected here. On the 24th, El Nuevo Día will put another layer: 7,900 of 13,575 invoices paid. That is another URL.

Marially González Huertas cited the Federation of Long-Term Care Centers claiming a million-dollar debt of older-adult homes, and arrears of Health vendors in Ponce, of Labor, and of the Fire Bureau on June, July, and August invoices. Josian Santiago Rivera said DACO inspectors have not collected per diem and mileage. Metro does not publish those amounts. They are not invented.

On August 5, Metro covered failures that kept vendors from invoicing since June 23. On the 11th, Primera Hora covered officials defending IntegraPR. On the 12th, El Nuevo Día covered the failed debut. The 24th is Deloitte's letter and the PPD denunciation. What remain are 2,920 incidents, the 5.1 percent, and the 100 million Luis Javier Hernández Ortiz put in the past. A reader who wants the letter has the Metro URL at the foot.
