Pablo José Hernández Rivera asks the DOE for a 90-day plan against blackouts

On August 24, 2026, El Nuevo Día reports a Monday letter to U.S. Energy Secretary Chris Wright. The signers are Pablo José Hernández Rivera, Rob Menendez, Sean Casten, and James Moylan (Guam). They ask for a 90-day plan against blackouts and emergency generation for September-November. The letter, according to the outlet, comes after the Power Expectations contract.

The signers refer to a $5,900 million contract. That is the magnitude El Nuevo Día attributes to them in this note. Other outlets publish the same contract with other figures, and none is chosen. On August 14, the Fiscal Oversight Board, on its own site, spoke of $5.9 billion, ten years, and 400 megawatts. On August 21, El Nuevo Día, in Proskauer's defense before the 3PPO, put $5,887 million. That same 21st, NotiCel cited the governor speaking of a contract that exceeds $5,800 million. Four speakers, four roundings. This letter uses $5,900 million.

The letter also cites LUMA demand of 3,091 megawatts in September 2025. That is the demand figure the outlet reproduces, not a 2026 forecast by this magazine. On August 20, NotiCel covered another Negociado order: ten days for LUMA to update the temporary-generation gap, after Power Expectations was struck down. Metro, that same date, cited Janisse Quiñones warning that service is under threat. Those are layers of the same electric week, not a single docket.

Pablo José Hernández Rivera is not alone on the letterhead. Rob Menendez, Sean Casten, and James Moylan sign with him. Guam enters a letter about blackouts in Puerto Rico; the outlet names it, and it stays named. There is no published reply here from Secretary Chris Wright. The note is the request, not a 90-day plan already drafted. In the confirmed facts, the outlet does not add a blackout tally or a megawatt beyond LUMA's 3,091 of demand in September 2025.

The 3,091 megawatts of September 2025 are not converted into the 700-to-850 megawatt deficit that other notes, citing LUMA in March 2025, did publish. Demand and deficit are not the same number. The letter to the DOE asks for emergency generation for the coming quarter; the Negociado, four days earlier, asked for the gap to be updated. The reader has both dates.
