Comptroller: 264 AAA contractors did classification-plan work; 8,966,478 disbursed

On Aug. 20, 2026, Comptroller Carmen A. Vega Fournier published OC-27-24 on AAA customer-service and water-recovery offices, covering July 1, 2020 to June 30, 2024. A qualified opinion is not rationing. This report is a professional-services contracting pot; it is not the Carraízo water thread or the Vieques mobile CT of the same 20th. Two contracts totaling 9,672,950 dollars were signed in July 2022; AAA disbursed 8,966,478 on both between Oct. 13, 2022 and Feb. 15, 2024. Finding 1: 264 contractor staff performed duties similar to 19 classification-plan posts. AAA management — not the Comptroller — told auditors that unbilled-water initiatives produced about 21 million in new FY2022-23 revenue. That is management’s figure. No winner is chosen. A disbursement of 8,966,478 is not a conviction.
