The Negociado gives LUMA ten days to update the generation gap

On August 20, 2026, NotiCel reports that the Negociado de Energía ordered LUMA Energy to update the need for temporary generation. The deadline is ten days. The resolution cited is 20260819 MI20240005. The regulator, according to the outlet, is acting after striking down the Power Expectations contract and no longer takes the old 700-to-850 megawatt deficit as given.

That old deficit is the one LUMA, in March 2025, placed between 700 and 850 megawatts, with about 800 megawatts of temporary generation. A study for fiscal year 2026, in the same note, puts about 36.9 days a year with loss of load and about 196.3 hours. Those three magnitudes — the March range, the days, and the hours — are what NotiCel published. They are not turned into a 2026 blackout or a count of customers in the dark.

That same August 20, Metro cited Janisse Quiñones, of LUMA, warning that service is under threat without the temporary generation: in five months, she said, she has not had a single day with the minimum reserve at peak. That is another outlet, another genre. The Negociado, in NotiCel, does not adopt that 100-house analogy. It asks for an updated number.

Power Expectations, revoked by the Board on August 14, had been born, according to the Board's own announcement, from an RFP for a gap of about 700 to 850 megawatts in March 2025. The Negociado, six days after that public revocation, says that gap is no longer taken as given without an update. Pablo José Hernández Rivera, in another El Nuevo Día note on August 24, asks the Department of Energy for a 90-day plan and cites LUMA demand of 3,091 megawatts in September 2025. Demand, deficit, and temporary generation are not treated here as synonyms.

Ten days is the deadline. This note does not preview whether LUMA complied or what new megawatts it delivered, because that answer is not in this row's confirmed facts. A reader who wants resolution 20260819 MI20240005 has NotiCel. What there is is the order, the old range, and the study of days and hours.
