The House gives ten days for Power Expectations papers and the LUMA interconnection
On August 20, 2026, El Vocero covers that the House of Representatives Government Commission sent information requests to four entities on the Power Expectations LLC temporary-generation contracting process. The Puerto Rico Electric Power Authority, the Public-Private Partnerships Authority, the Independent Procurement Office - the 3PPO - and the Energy Bureau will have 10 days to deliver the documents, commission chair Víctor Parés reported. Puerto Rico wants clarity on this matter, he said, announcing the request on contract 2026-P0010. The El Vocero page returned Too Many Requests when opened. What that URL left indexed is written; pieces the block did not keep are not filled in.
Among the documents requested are communications related to the contract: emails, text messages, and letters among officials or representatives of the public entities and Power Expectations, Enchanted Rock, ERock Inc., Reyes Contractor Group Inc., and Flotek Industries. Also the exchanges among PREPA, the P3 Authority, and the 3PPO on the consortium's financial and technical capacity and experience, plus analyses, memoranda, legal opinions, and internal or adviser reports on financial, technical, and legal feasibility. The commission asked that all PREPA, P3 Authority, and 3PPO officials and employees who took part in evaluation, negotiation, approval, or signing, and in the prior competitive process, be identified.
The inquiry, according to coverage at that same URL, is made under House Resolution 42. The request includes documents of the interconnection agreement signed with LUMA Energy on August 3, 2026, and copies of the July 4, 2025 conditional approval and the December 11, 2025 approval of the TPG2 temporary-generation process. The August 10 referral to Justice, with allegations of unauthorized use of Enchanted Rock's name and signature, appears as context for the inquiry, not as a House criminal finding.
On August 18, Telemundo covered Mary C. Zapata Acosta's cancellation. On the 19th, Primera Hora and Caribbean Business covered Enchanted Rock's June 17 letter. On the 20th, Caribbean Business covers the hold on 3,000 and 600 megawatts. This Vocero piece is the ten-day deadline and the number 2026-P0010. The Board revocation kernel is not rewritten. The new request is named.
There is no count here of pages delivered and no verdict. There are four addressees, ten days, and a contract number. A reader who wants the text of HR 42 has the El Vocero URL at the foot.
