Enchanted Rock accuses Power Expectations of fraud and blackmail

On August 19, 2026, Primera Hora reports that the Financial Oversight Board disclosed a communication from Enchanted Rock to the Public-Private Partnerships Authority and the 3PPO. In it they accuse Power Expectations of having fraudulently signed the temporary-generation contract in Enchanted Rock's name, even after that company had made clear it would not take part. The Board called the letter deeply concerning and stressed that neither the P3 Authority nor the 3PPO included it in prior information requests. The outlet dates the piece at 3:32 a.m. on the 19th.

In the document sent to Mariela Quiñones and Miguel García of the P3 Authority and to the 3PPO, Enchanted Rock records that one of Power Expectations' principal officers has felony convictions in Florida. They also warn that a search of the name Jhoby Weaks, who signs the contract in Enchanted's name, will show that that person does not even exist. The Board, in its own letter, says it received that writing today, that it understands it was sent on June 17, 2026, and that its August 17 letter could not refer to its contents. It attaches the June 17 letter as an appendix. It addresses it to energy czar Josué Colón Ortiz, Osvaldo Carlo Linares of the 3PPO, and Mary C. Zapata Acosta, and copies the House and Senate presidents and the governor.

From November 2025, Enchanted Rock relates, it said it would not take part in Aguirre because it manufactures alternative engines, not turbines. It repeated that in January. In May, Eddie Echevarría said the agreement had been approved. On June 3, Landon Gallagher asked John Carrington that they sign; Enchanted Rock restated the no. Abraham Freyre then sent a demand letter from The Levey Law Firm, of Miami, demanding they sign or claim 10 billion dollars. Mr. Levey replied to Gibson Dunn that he does not represent Power Expectations, did not write that letter, and did not authorize the letterhead.

On June 12, according to Davis Zapfre, Enchanted Rock's general counsel, Freyre agreed to rescind the MOU but threatened suits, already signing as CEO. ERock says it never saw the PPOA supposedly executed and that it differs from the June 2 version. On the 19th, Caribbean Business covers the 400-megawatt gap and the same letter. Primera Hora puts Enchanted Rock's text. They are not averaged. On the 18th, Telemundo covered PREPA's cancellation. Three dates, three dispatches, one contract.

There is no criminal ruling here and no disbursement. There is a June 17 letter, an RFI that according to the Board did not bring it, and the names Primera Hora printed. A reader who wants the appendix has the URL at the foot.
