The Comptroller refers the Vieques mobile CT Scan, unused in Bayamón, to Justice
On August 19, 2026, Walo Radio covers an audit by the Office of the Comptroller on the purchase and handling of a mobile computed-tomography unit destined for Vieques. The equipment, acquired by the Department of Health for 772,400 dollars, remains unused in the parking lot of Hospital Universitario Ramón Ruiz Arnau, in Bayamón, exposed to the weather and without adequate surveillance, according to report OC-27-20 released that Wednesday. Those two anchors - the price and the site - are Walo's. An island-municipality equipment inventory is not added.
The process, the station relates, began in August 2023 with a bid to install the mobile CT Scan at the Vieques Diagnostic and Treatment Center. The awarded quote came to 965,500 dollars and included 22,500 to transport and install the unit. In April 2024 it was determined that the space in Vieques had 59 feet available; the trailer needed a minimum of 67, plus maneuvers of the towing vehicle. Despite knowing those limits, the committee authorized the purchase and the disbursements, according to the Comptroller. When the unit arrived at the port of San Juan in July 2024, it was decided to move it provisionally to Bayamón.
During an inspection on August 8, 2025, auditors found the trailer outdoors, with signs of mold and not working. It had no official government-property plate and the area lacked dedicated surveillance. The report was referred to the secretary of Justice to evaluate possible violations of laws and regulations. The secretary of Health was recommended corrective measures and to evaluate administrative or disciplinary actions. Walo does not name those officeholders. They are not invented here.
772,400 dollars paid and 965,500 quoted are not averaged. They are two figures from two moments of the same file. The referral to Justice is also not turned into a criminal finding. On August 14, El Vocero covered another referral to Justice, Power Expectations'. That is another agency and another contract. This note is the Vieques CT Scan in a Bayamón parking lot.
Anyone looking for the text of OC-27-20, the committee's name, or the plan of the 59 feet has to go to the Comptroller and to Walo's piece. What remain are the dates of 2023, 2024, and 2025, the 772,400 dollars, and the referral. This is not original reporting.
