Twelve representatives declared extra-legislative income in 2025
On August 18, 2026, the Centro de Periodismo Investigativo publishes that, in total, 12 representatives received extra-legislative income in 2025. The information, according to the Center, was obtained after suing House of Representatives speaker Carlos Méndez Núñez to get the sworn statements. The documents contradict House secretary Alberto León Ayala, who told the Center that only one representative received that kind of income. The page, when opened, sat behind a Cloudflare check. What the Center itself left indexed at that URL is written; names or amounts that indexing did not keep are not filled in.
In early May, the Center asked for copies of the sworn statements in which legislators report that income. Alberto León Ayala sent a signed certification: Representative Jorge Navarro Suárez was the only one to declare extra-legislative income beyond what the law allows. The Center replied that it was asking all legislators, not only those who exceed the 35 percent the Law on Salaries and Emoluments for Members of the Legislative Assembly allows. León Ayala reiterated that Jorge Navarro Suárez was the only one of the 53 representatives with compensation in addition to the legislative salary.
The House went more than a month without delivering the 53 statements. The Center sued and served process. On July 3 it sent the documents. That chronology is the Center's. It is not turned here into a vote count or an inventory of trades. Act 97-1968, in the coverage that same investigation summarizes, allows income from a profession or trade up to 35 percent of base salary; the excess is returned to the body. Rents, interest, dividends, and investments do not count as that income. Those rules are copied as the Center published them, not as a legal holding of this magazine.
On August 17, Metro covered Carlos Méndez Núñez on another thread, the legislative agenda. On August 24, El Nuevo Día covers unanimous House votes on tickets and LUMA Energy complaints. Neither note substitutes for the 2025 sworn statements. This one covers the gap between what the secretary said and what the documents, according to the Center, show: one versus twelve.
There is no complete list here of the twelve and no amounts for each: the security check blocked a reread of the full body. What remain are the count, the suit against Carlos Méndez Núñez, Jorge Navarro Suárez's name in the May certification, and the July 3 date. A reader who wants the sworn statements has the Center URL at the foot.
