Jenniffer González Colón signs JRs 56 and 57: 9.46 million to municipalities, against the Board
On August 13, 2026, NotiCel reports that Governor Jenniffer González Colón signed Joint Resolutions 56-2026 and 57-2026, which together distribute 9.46 million dollars to municipalities. Each distributes about 4.73 million, from revenues of the Route Gaming Machines. Financial Oversight Board executive director Robert F. Mujica Jr. had objected on June 30 that neither measure articulates why those municipalities were chosen, why the other 58 were excluded, or how the amounts were set, from 50,000 to 1.2 million dollars. The legal framework, he said, requires distributing those revenues equitably.
One resolution puts 4.7 million in ten municipalities; the other distributes 4.7 million among 15 towns. In total 20 benefit. Only Hatillo and Quebradillas have Popular Democratic mayors, according to NotiCel. La Fortaleza says the funds may be used for operations, essential services, infrastructure, permanent improvements, rehabilitation of facilities, economic development, and other community needs. The Board holds that the fiscal plan requires money that is predictable, objective, and by formula. Although the law may not detail the distribution, that does not mean spreading it without transparent criteria, Robert F. Mujica Jr. wrote. He asked for dialogue with the Legislature for an objective and equitable distribution.
The outlet headlines that the governor defies the Board. Signing against the objection is not a court ruling or a disbursement already executed. This note does not reconcile the legislative criterion with the fiscal plan. It leaves the two 4.73 figures, the 1.2 million cap, the 20 towns, and the two Popular Democratic mayors.
On August 13, Metro Puerto Rico covered legislative priorities - permits, water, inventory tax - at another URL on this desk. On the 14th, El Nuevo Día covered 127 million for AAA projects, another kernel. This piece covers only JRs 56 and 57.
Anyone looking for the list of the 20 municipalities has to go to NotiCel. The note does not complete that list with names the text did not put. This is not original reporting.
