The Civil Rights Commission says Integra PR has blocked invoices since June 23
On August 5, 2026, Metro Puerto Rico reports that the director of the Civil Rights Commission, Ever Padilla Ruiz, denounced that failures in Integra PR have kept Government vendors from submitting invoices since June 23. Some, according to that denunciation, are already limiting services. The Board of Commissioners approved Resolution 2026-003, which calls the system disjointed, improvised, dysfunctional, and inoperative. That rating is the Commission's, not a verdict of this magazine.
Integra PR, the outlet explains, was created to centralize finance, budget, purchasing, inventory, property, and accounting for more than 60 agencies. Padilla Ruiz warns that the invoice bottleneck threatens centers for older adults, mental-health patients, minors in foster care, and early-childhood programs. Agencies have until August 29 to process invoices for obligations of budget year 2025-2026. That deadline is from the coverage.
The Commission asks Governor Jenniffer González Colón to address the problems before continuing the rollout. It also warns that opening the second phase - recruitment, payroll, benefits, and human resources - without resolving the first could put employee pay and confidential information at risk. It also denounces that public employees have not received per diems and mileage.
On August 7, El Nuevo Día covered, at another URL, the failed debut of the ERP at the one-month mark. On August 11, Primera Hora covered officials from PRITS, OGP, Hacienda, and AAFAF defending the platform. On August 17, Caribbean Business covered the first phase of the ERP in another note on this desk. Those are distinct threads. This piece covers the August 5 resolution.
There is no count here of invoices paid and no arrears total. Those numbers, when they appear, appear on other dates and from other spokespeople. What remains is the blockage date the Commission names - June 23 - Resolution 2026-003, and the August 29 deadline. A reader who wants the text of the resolution has Metro Puerto Rico's URL at the foot.
